Question PC will not start

Hey so this is my first time building a pc the motherboard lights up, but other than that there is no signs of power, no fans are spinning or anything. I have checked front panel connectors they seem fine, also have tried to force start it up with a screwdriver but nothing. I am pretty stuck right now not sure what to do so any suggestions are appreciated thanks.

Psu: Corsair CV650

Mobo: ROG STRIX B450-F

Gpu: Ventus 3060

Cpu: AMD Ryzen 5 5500

Ram: Corsair LPX 16gb, 2x8 ddr4

HDD: Western Digital Caviar Blue 1TB

Case: Predator ARGB 4 fans

If you have the manual in front of you, or link, on page 73 it mentions the BIOS update procedures. You'd be looking at 3.11.3 in particular.

I would check pages 24 and 50 first though. This MB should give you an indication both by LEDs and by beeps if there is a problem with the other hardware. E.g. if it can't detect the CPU, it won't boot, and so on. And if it indicates e.g. the CPU being an issue, the next step would be to reseat it, to be sure it is inserted properly.
 
More than likely needs a BIOS update as stated above.

RAM is in wrong slots. Need to be a2-b2.

I'm not sure but it looks like you used a PCI-E 8-pin instead of the EPS/ATX12V 8 pin for the CPU power in top-left of motherboard.

I've switched the ram, checked the 8 pin pretty sure my issue is the bios update, kinda stuck though, made sure the format is FAT32 and have formatted the usb drive. Put the exact correct motherboard bios software into the usb drive and renamed it. Then it would get stuck at a green light which I have read means its unable to read it or something. Is there anything you can suggest? I'm still browsing for solutions thanks.

Try a different USB drive if possible
