Question PC with ryzen 5 2600 and Radeon 5700 XT has terrible performance with games

Idk what is going on. My brother's pc is as follows:

- Ryzen 2600
- Radeon 5700 XT
- 16 RAM

As you can see, it is a decent PC that should be able to handle most games. My brother doesn't play much these days apart from fifa and the ocasional Black Ops 3. I sometimes play some SMITE on his computer.

However, in all of these 3 games the performance is terrible.

Black Ops 3 - 50 - 60 fps
SMITE - 40 - 60
FIFA - 60 - 70

The numbers on FIFA aren't half bad, however I am sure that he could and should be getting a lot more out of his system, especially in SMITE and COD. I have no idea what is wrong or if there even is something that can be done about this.

For comparison, this is my PC:

- Nvidia 1070 Ti
- i5 8400
- 24 gb RAM

Decent PC all around, in smite I get between 130 - 144 fps, baldurs gate 3 I get around 70 - 90 and dishonored 2 i get 80 -100 fps. So, how can I get these kinds of numbes whilst my brother, who has an equally good PC, have worse performance in comparison to my computer.

Could someone please help with this?

We both play in 1080p. Most games we play with medium to high settings.

Make and model of your motherboard and it's BIOS version? Link to your ram kit? Make and model of your PSU and it's age?

Use DDU to remove all GPU drivers(Intel, Nvidia and AMD), then manually reinstall the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.
