Question PC won’t display after post

I have a pc at work that displays the post screen, but once it tries to boot windows it loses the display. I have tried different cables and monitors. I have swapped the GPU with three different ones. Then swapped the motherboard with ram and cpu. The only thing left is the HDD. I really need to keep the drive and it’s data due to it being a public safety pc. Is there a way to swap contents on the drive to another without having a display?

full system spec? include brand and model of the psu?
or a prebuild? model?

what os? what did you do before it stop working?
