Question PC wont boot after changing ram speed in BIOS

I changed my RAM speed in BIOS from 3200 MHZ to 3600 MHZ (even though my ram is only 3200 mhz) but i forgot that crucial detail and went through with the change. After that, my PC wont boot up. Like , the fans light up , CPU fan starts but keyboard and mouse wont turn on and there is no display. I already tried taking out the CMOS battery and putting it in again, nothing works. Tried with taking the RAM out and putting it in again , doesnt work as usual. Tried with taking out BOTH the RAM stick and the CMOS battery , and it STILL DOESNT WORK. Really desperate and i dont know much about computers so please help a brother out.
