Question PC wont boot after restart

Mother board: Crosshair V formula-Z

GPU: AMD Radeon R9 200 series

CPU: AMD FX(tm)-9590 Eight-Core Processor 4.70 GHz

RAMG.Skill TRIDENTX DDR3-2400 1.65v 8GB PC3-19200 CL10(10-12-12-31) x4

Storage: WDC WD2003FZEX-00Z4SA0 x2

PSU: Crosshair AX1500i

OS: Edition Windows 10 Home
Version 21H2

my friend wanted me to try and fix his pc and mentioned it would just turn off. i found that if i took the ram out, turned on the pc and let it error then put the ram back in then it would turn on and work until it was turned off again. after turning it off and then back on it would shut off before even getting to the BIOS Screen.

I figure it has to be a short some where as there is no error messages or blue screen. but i can still take out the ram, start it and put it back in and get it to work again until it turns off.

im kind of at a loss at what to do now and am looking for any kind of suggestions.

Hmm... strange problem - I take it turning it on with ram in and leaving it on for a couple of minutes, shutting it down and power it up again doesn't result in the same behavior?

If it's just an issue of power cycling to get it working then it could be failing capacitors on the motherboard, or possibly a PSU on the way out (although that is a really good PSU, the 9590 is pretty hard on components given it's massive power consumption).
