[SOLVED] PC wont post with new AMD GPU

Whenever I try to get into windows with my new (tested and working) rx 580, the pc will boot but wont post. Have attempted to use a gtx 780 and it posts and used the 580 in another system and vice versa. Can only get into windows using the i3 8100's igpu. The motherboard is a b360m-hd3.

Ive always had problems moving to amd gpus, so is there some sort of amd setting in bios or summit? Idk someone help pls lol
 
POST is Power On Self Test
it happens durin BIOS initialisation, if u see windows logo (or any other OS loading screen), then POST was succesfull

as for windows goes
go into safe mode (3x reboot during windows loading to load repair menu, then choose troubleshoot -> advanced options -> startup settings -> restart. once rebooted hit F4 key on menu)

once in safe mode, run DDU to uninstall your current drivers
reboot and install new gpu drivers

Post = something on the display. I get nothing with the card in, should i enter safe mode without the card in?

does the cpu fan spin up with the 580 in it?
r u using the same cable for the display on both cards??? as in both via display port or both via hdmi
???

i tried switching my pc same card but from hdmi to dp and had to boot into windows without a screen leave it a good 5 mins then press powerbutton to shut down (soft off from powerbutton not 5 second press) then rebooted and it took a few seconds longer but booted normally and screen then worked...
