Question Pc won't post

I have been having trouble getting my pc to post.
Here are the specs:
Amd ryzen 3 3100 cpu
As rock b450M pro 4 motherboard
G. Skill 2 x 8 GB ram 3200
Geforce gtx 1650 super
Gamemax 650w power supply

I plugged everything in and the fans were running but the pc did not post. I have breadboarded the setup and only have the cpu, 1 stick of ram in the second slot, and the psu plugged in. I have attempted to reset the Cmos and it still did not post. I tested the battery in the motherboard and it is good. I also switched it out with a new battery and nothing worked. everything except the motherboard and psu were working in a previous setup. I got a new psu and the motherboard is the same one as I had before, but new. I tested the psu with a different setup and it worked.
does anyone have any ideas of what to try?

ryzen have no igpu. when breadboarding you need the gpu in.

motherboard might need a bios update to use ryzen 3100

I did try it with the gpu in. I have been unable to find a way to update bios when it wont post, is there a way to do this?

take it to a shop. contact asrock. or contact amd for a loaner cpu

So I got a ryzen 5 2600 to try and update bios. It ran fine on the 2600 and then I updated the bios to version 4.6. I shut it down and attempted to run it with the 3100 and it didnt post. Did I miss a step or is the version I used wrong?

version 4.6 should support 3100. check for bend pin?

None of the pins appear to be bent. At this point I think the cpu might be dead
