PC wont power off

It all began when my Game randomly froze, CTRL ALT DELETE wasn't working so I had to manually restart it by pressing the power button.

After It powered back on I noticed some issues straight away, such as my audio drivers. I wasn't sure if they're missing or just not functioning properly.

I tried reinstalling the drivers but they all required restarting which the computer wasn't capable of doing.

I've tried restoring to a previous point (it failed), Contacting Microsoft support ( Not exactly helpful ), and tampering with my power options.

I'm kind of brain dead at this point, I dont want to take it to a repair shop since Fry's is the nearest and only.

Any ideas on what to do? I've been thinking about doing a Bios reset, haven't done so yet.

What wasn't capable of restarting, Windows ?? Run this line "%windir%\System32\shutdown.exe -R -F -T 00" to force restart.
Also, once your driver informs you to restart, you can just turn it off and on again, it's same thing.
