PC won't restart and won't wake up

Hi guys.

I have annoying issue with my pc but first things first
Specs:
MOBO : Asus z170 Pro gaming
CPU: i7 6700k
Ram: Geil DDR4 16gb
GPU Asus GTX 1080
PSU Be quiet! Pure power 650w
Windows 10 64bit

So whenever i need to restart my PC it goes to restart but won't boot, fans are spinning screen is black.
Now whenever i want to leave my PC to run for few hours i have to leave my monitor ON otherwise if i turn it of for 1h+ and then on monitor won't go on no matter what i do, its like pc went to sleep mode but hibernating, sleep and turning monitor off are set to never.

It use to work normal, only thing i changed recently is my GPU but i don't remember when i first noticed this issue.

Update your BIOS. Configure your Power Management settings. Reinstall your monitor-GPU cables. Reinstall your GPU. Make sure it's running as your primary display (you can set this through your BIOS advanced/video setting, setting your Primary Display to Auto/PEG/PCI-E).

None of the above helped i'm afraid. pc still wont restart properly
