PC won't shut down, won't wake up from sleep - stumped!

Hi guys,

The title says it all really - I had a i5 HP Pro tower lying around so when my old machine started bluescreening I decided to scrap it and only move the gfx card to the HP(and add some RAM too). Obviously that required a PSU upgrade so I bought a new 600W Evga as well. Everything seems to work fine but if I put the PC to sleep the fans keep spinning and I can't wake it up again and gotta flick the PSU switch. Same thing happens if I want to shut it down - it appears off but the fans keep spinning and I can't turn it back on again. The only thing that seems to work as normal is restart. Any ideas what to try to resolve this minor but annoying issue?

What I've tried so far: switch back to the original psu and take the GFX card out, take the new ram out and put the old one back in, reset bios to defaults, I even reinstalled windows(7) - no joy.
I'd like to stress that this HP worked fine prior to me swapping parts around.

Yeah I looked through the BIOS, unfortunately there are hardly any options there, not much other than changing boot sequence or setting time and date, unless you can unlock the advanced options somehow? I guess I will go to HP forums eventually but wanted to ask here first...
