Question PC won't shut down

Lately, my PC hasn't been shutting down. When I proceed to shut it down, the display goes to sleep, the graphic card's fan/light and motherboard's lights turn off, but everything else (cooler, ram fans) stays running).

I looked around online and have so far turned off fast start-up in power management, adjusted HiberbootEnabled to 0 in the registry editor, updated BIOS to the latest and turned off fast boot in BIOS. Windows is also up to date.

I'd like to see what other suggestions there are.

PC Spec:

MOBO: Aorus X470x Gaming 7 rev 1.0
CPU: Ryzen 7 5700X
GPU: Gigabyte 3060Ti
Ram: Corsair 2x 16GB RGB Vengence
PSU: EVGA 750W
Running on Windows 10 64bit
