PC won't turn on // fans don't spin

When i press the power button on the computer or on the mobo the only thing that happens is that i hear 2 clicks (tick tung, first different than second but within a second). after i dont hear this when pressing the power on. I would have to turn the power off and wait for 10 seconds than power on the hear the sounds again at pressing the button. For the rest it does not do anything.

Facts:
- lights on mobo are on when power is on
- lights on keyboard only flash when plugging in pc after pressing power on they dont.
- Fans don't spin
- no lights on any other part (GPU/Water cooler) are on

Specs:
- Asus Maximus VII Hero (Motherboard)
- corsair H100i (CPU cooler)
- intel i7-4790k (CPU)
- EVGA GTX980 SC (GPU)
- Samsung 1TB (SSD)
- WD 2TB (HDD)
- Corsair 16GB DDR3 1600Mhz (RAM)
- Cooler-Master V750S (PSU)

Make sure your CPU fan power is plugged in, make sure everything is connected and your CPU coolers is tightened and good to go. Now
step 1. Remove all power from the PSU, unplug from your wall,
step 2. remove cmos battery(Round one on mobo)
step 3. Hold power button for 15 seconds to discharge any electricity(important)
step 4. plug in cmos battery
step 5. plug in PSU and turn on computer

Also very important since you do not live in the US, is your residential voltage 115 or 230, if it is 230, make sure the switch on the back of your power supply unit is switched to 230 Voltage.

I did some research on the CMOS battery. I dont think my motherboard has one (not removable at least)
I did put the jumper on pins 2-3 and than back but that didnt work (found it on youtube as sullotion)
i do see a clear CMOS button. But i dont know how it works.

There is not a switch for voltage

i plugged out the power, put the jumper on pins 2-3 and hold the clear CMOS button for 15secs. Than put the jumper back turned it on and same problem.

voltage it holland is 220 and i bought my PSU here so i wouldn't think it is limited.

Okay upon further inspection, please double check and make sure ALL power is connected to the Motherboard, the CPU plug and the 24 pin, then make sure the CPU fan is tightly connected, next is the HHD/SSD ensure the power is connected to them both. when you turn on the computer, do you hear any beeps at all?

All cables are correctly inserted. And no changes have been made after it still worked. It just stopped when i was in bed (pc was turned on and not in standby). Also there are no beeps when i press the button. I only hear 2 clicks from the PSU (same kind of sound a switch on a powerplug box would make) and nothing else happens. When i press the button again i dont hear any sounds or clicks again only after taking power off for 10secs and back on.

so when i press the power button it clicks form the PSU (this i always have even when it worked)
There are two ways to hear this sound again when pressing the button:

1: unplug for 10secons
2: Hold the power button for 10seconds.

So it reacts as if i have the pc on and off. however the screen is just black fans dont spin lights are off etc...
 
Okay, so the ticks are overvoltage protection in your PSU, something is grounding where it should not be, thats why it wont boot up, Make sure you have standoffs on your computer MOBO and also I honestly would suggest taking the entire PC apart, then rebuilding it using standoffs and making sure no wires are touching eachother or the case as this can cause shorts to ground, which is causing the ticking. In order to test if your PSU is dead, which i DOUBT it is, follow my instructions perfectly

unplug the PSU from all power, switch the button on the back to off, get a paperclip and fold it into a U. now take the 24 pin connector and insert 1 end into the GREEN wire, there is only 1, and plug the other end of the paper clip into any of the black wires on it, those are the grounds.

now after this is done set it down with the paper clip in it, attack a case fan to your psu, just for extra troubleshooting, now. after all is said and done, plug in the power, and switch the switch to on, if your fans turn on, the PSU and the case fan, your PSU is working perfectly fine.

The paper clip test will let you know if its your PSU, if it passes, then you know its a grounding issue on the MOBO. need to fully reassemble your PC taking caution and car of wire placment.

I cant plug a fan into the PSU. is it possible to put in the paper clip to send the start message and wait for my HDD to start spinning?
and how can it be the standoffs if it has always worked in this position?

It might not be standoffs im just trouble shooting any option before we move onto the bigger ones that cost money, I would honestly recommend a complete rebuild and way extra attention to the wires, because it seems like you have a ground. And im not sure if the HHD would spin because it has nothing its been told to do/read

 
Hello,
So my fans are all plugged into a hub which is connected to the PSU. I took all cables out off my HDD/SSD, motherboard and GPU and did the paperclip thing.
I heared the same two clicks as i always hear when starting my pc but the fans where not turning.
So... my PSU is dead and i need to get a new one?

And if its dead why where the lights on the mobo turned on when the PSU was still plugged in.

for some closure, your psu was dead. 12v rail fried, reason lights are on is the passive 5v. flick the switch no the psu and those light will turn off.
