Question Pc won't turn on immediately after power on

So I have this problem where whenever I power on my computer it does not respond immedietly, also I tried unplugging the power cable and power on won't turn on also, But whenever I wait couple minutes it turns on. It also randomly shut down it happens randomly with load and no load. Also I encountered overvoltage warning, and back then it does not have this problem. What seems to be the solution to this problem.

replace the BIOS battery
eventually replace the PSU

So far no problem with bios battery I think psu will be the one. Guess ill have to wait for having new psu thanks
