Pc won't turn on

I recently cleaned my pc (replaced cpu thermal paste, didn't bother with gpu, and cleaned the rest of the components with a paint brush) and I didn't remove the cpu from it's socket. As the title says, it won't turn on now.
"Main" specs before I add other details:
cpu- 6700
motherboard- msi h110m gaming
ram- 2 x4gb sticks of hyper x fury ddr4 @ 2133mhz
psu- Antec vp700
case- thermaltake core v21
So to give some more info:
- I tried the paper clip test which didn't work (pretty sure I did it right, but eh).
- I tried using a single stick of ram, changing the slots etc.
- Every time I reset the cmos chip (tried about 4 times) and try to turn on the computer, a motherboard led lights up for a quarter of a second or so and nothing else happens. It isn't one of the ez bug led's (more on those in a bit).
- The ez bug led's only light up (for ram and cpu) when I put my screwdriver against the whatshisface to reset the cmos chip, they don't light up otherwise.
- The switch has been on 80% of the time when I tried to turn it on (yes I forgot about that occasionally), so there's that.
- All cables are seated properly (I checked, like 5 times, they're connected).


Any ideas what the problem could be?

ESD?
You only need to make sure that You and the chassis have the same electrical potential, which means that any electrostatic load will be att the very same level.

Of course you need to use an esd wrist strap connected to a bare metal of your chassis,

And no carpet nor woll or anything that can give sparks. Any such thing can give you loaded up to 30 000 Volts (very low amps) but this is enough to destroy every electronics.
And my question? Why do you feel that the computer need a cleaning - except the dust filters?

Btw. There is no need at all to replace the CPU thermal compound.
