I have RAM advertised as PC3-12800 (Crucial BLT4G3D1608DT1TX0), but CPU-Z and Speccy report them as PC3-10700.

What gives?

No worries, that's one of the big odd things with CPU-Z - the data in Max Bandwidth is actually the default boot rating that is pulled from the SPD of the stick, it's the max initial boot rating. i.e. when you first install the sticks they should initially boot to 1333 opposed to their true 1600 rating, also the 800 freq is confusing to many but it is the true freq the DRAM is running at - since it's DDR (DOUBLE data rate you take true (800) x 2 = effective (1600) 😉
