PCI-E Card Not Detected

So I bought a PCI-E capture card, and it isn’t being detected. I tried different PCI-E cards and they worked fine. I also tried every slot in the computer. I looked at my motherboard bios, and it just isn’t detecting it. I assume it’s just a bad card, but could there be something I’m missing?
 


There are no lights, but i can feel that after its been plugged in for a minute or two, it generates heat.
 
The power circuitry might be working, and there will be resistive components in there that will heat up. If the main chip is dead or it is failing its internal POST then it might just sit there. Could also be a dead communications channel, maybe it works fine but the computer isn't getting a signal from it.

That would take some serious reverse engineering.

Only other thing I can think of is a BIOS update. Might just not be recognized by your firmware for whatever reason.
 


Windows 10, fully updated, shut down system before installing, and restarted many times. I know for a fact this card works with Windows 10.
 
Alright, so I tried putting the card in someone elses computer, who has windows 10 like I do, and it worked for them just fine.
Is it because I have an AMD graphics card? thats the only difference I can think of.
