Question Pciex16 slot not working on two separate motherboards. Is it bad luck, or something else?

I've made several posts in theses forums in the past couple of weeks about a problem I had where my graphics card had no signal and wasn't recognized in the device manager. After a lot of time and new computer parts (I used this as an excuse to upgrade) I finally found the problem. The pciex16 slot was bad on both motherboards, including the brand new one I just got a few days ago. Both my old and new cards work fine when plugged into the other slots. Normally I would just accept that my parts were going bad, but I find it very suspicious that I have the same bad slot on both my old board (which is less than 3 years old) and my brand new board. Before I write this off as extremely bad luck, is there any other reason that my pciex16 slots wouldn't work besides a hardware failure, and if so is there any way to test/fix them? Any input would be greatly appreciated!
