It's a value representation for work done issued by the authorized body (fed bank or whatever). The green paper (made of recycled jeans, not wood pulp) as you're calling it, has no value in itself but represents value, so you can trade it for goods or work done.
Then it's the same for gold and silver other than to make shiny rings and necklaces so you can go bling bling. At least you can eat paper (probably) if you had to, like starving deer eating bark, but you can't eat gold.
