Question Performance issues in multiple games ?

Hello guys.

So basically i have an issue with my PC. Last year i bought a prebuilt and since then I realised that there were performance issues and fps stutters/drops in multiple games.

I tried overclocking and undervolting my gpu firstly in AMD panel then in MSI Afterburner,i watched a lot of videos and have been reading if there are some settings in amd panel that i should change,but nothing helped. I also tried overclocking my CPU in Ryzen Master,that didn't change a thing either.

Most of the issues come within playing League of Legends,my fps starts high but then throughout the game it goes from 165(where i lock it to due to 165hz monitor) all the way down to 90-100 and the game feels heavy/choppy. I tried reinstalling drivers with DDU,tried installing drivers only without amd adrenaline,also reinstalled to windows 11 and that didn't change anything either.

I've been monitoring my GPU and CPU temps,the gpu goes from 40 degrees to 60 at highest,but cpu fluctuates from 40 to 70 degrees. I did realise tho that my GPU frequency is all over the place,even tho i force my game to highest settings and put my min freq to 2600 and max to 2700,it still dips down to 200ish. I did also try playing the game at lowest settings,turning down everything i can..but i just feel like my pc can handle more and i think im not understanding something. I'd highly appreciate any help here are my specs.

MOBO: B450M ver 6.3
GPU: AMD Radeon RX 6600 sapphire 8gb GDDR6
RAM: 32gb FURY at 3200mhz
CPU: Ryzen 5 5500 (stock cooler)
PSU: ZEUS ATX ZUS-FOR600S 80+ BRONZE 600w
SSD: 1TB M2 NVME KINGSTON SNV2S1000G
FANS :1 at the back 120mm,3 at the front 120mm

What bios are you running on your PC? You can check this using CPU-z.

On a side note, get rid of that PSU before it damages your PC components. It's not very good at all. The main reason is, that there isn't hardly a reference to that model, which means it's most likely muck. Looking at the spec sheet, it doesn't supply anywhere near to 600w on the 12v rails. Uggh.

Yeah i was suspicous of the PSU to be completely honest,but at the time i had a budget of buying a PC i didn't really think it through. Anyways here is SS of the mainboard from CPUZ

Updating the bios may fix the stutters. There was a known stutter bug in earlier revisions. Let us know how that goes.
I already updated my bios,that was the first thing it came to my mind,but that didn't change anything.
Most major parts i did was overclock gpu-undervolt,overclock cpu with ryzen master. But then put everything back to default since it made no difference,don't get me wrong..there were like small performance boosts,but i don't want to mess with overclocks since i don't understand it that well. I updated my bios,and i reinstalled drivers with ddu,and also installed a fresh windows 11. I've been watching my metrics,and so far that i can understand the temps are 45-60 on GPU and max 70 degrees on CPU. voltage on CPU goes to 1.35v,where on GPU its around 1080-1110v,and i also realised that CPU is using more power. And it doesn't matter even if i put my min 2600mhz and max 2700mhz with amd tunin for GPU the frequencies go all over the place,even a lot below the cap. And the main thing is that FPS starts stable but then after 10-15 minutes in game it's all over the place,even below 100's.
