Question Performance problems

So, I upgraded my pc not too long ago to a 3070ti gpu and an Intel core i7 9700K cpu and I have 16GB RAM.

For some reason I am unable to stream and play a game at the same time even when I lower the stream quality.

CPU runs at a constant 100% but the temperature gets to max 68 degrees C.

At what resolution? What games are you playing and what are you streaming? While we are at it what is your motherboard?

Resolution: 1920 x 1080
The games: Mostly FF14 or Monster Hunter Rise.
Mobo: Gigabyte z370p d3

I can play 2 games together sometimes no problem but streaming Monster Hunter Rise will mess up my fps.
