Question Philips monitor ghosting with hdr

Hello, I bought a new monitor and when hdr is enabled there's a weird effect when I move a window there are delayed shadows and highlights following it. Is this normal?

It's visible on the video, idk if it's called ghosting but look inside the window I'm moving, there's white hue following it

Do you have similar effect in web browsers also?
Or it's just in Geforce experience?
Could be Geforce experience specific effect.
