It is not a crime to be computer illiterate, maybe he is just not interested in computers, like us. My girlfriend also doesn't know a thing about computers, beyond Word, MSN, and Mail, its not a unusual.
Just as other posters said, its your hardware (aka your physical part that needs to support shaders)
Given how old your card is, the cheapest solution would be to go to ncix.com and see if you can find something with the same slot as your motherboard (main part) has.
If you can tell us the model of your video card, we can help you find a card that hopefully supported by your motherboard and has pixel shader 2.0 that you need, w/o breaking your bank.
