I had an hdd with Windows 7 OS. If I put this hard drive to boot the windows in an other PC with different spec can it cause harm? for example I got Nvidia driver for rtx 2080 installed there and I’m going to plug it into a computer with gtx 1060.

What do you mean not function properly? Other than the gpu driver would say the driver not matching. I never installed any driver on the hard drive other than gpu driver, not even cpu chipset or something.
Installing a windows 7 boot hard drive to another computer with different specs is like playing roulette. Depending on the different motherboard configuration, it may boot or may not. If it does boot, it usually will be plagued with BSODs or might just go into a continuous loop trying to repair the OS.
All windows versions (7, 8, 10 & 11) should always be reinstalled (clean boot) to guarantee functionality.
