Playing LAN multiplayer on one computer keyboard/joystick

Is there any program that would allow me to map input device to a window so that I can open 2 instances of the same game, set them on two monitors and make one receive input from mouse/keyboard and second from joystick? That way I would be able to play multiplayer with someone using one machine

Its waaaaaaaaay easier if you have 2 pcs, some games dont coop well or even dont work if you wanna start them twice, if you even manage, you need a bit beastly pc, also its more complicated that way.

I have my "bag pc" which is whole 775 system which fits in bag, Q6600, 6Gb of ram and r7 250 w/o fan.

Or laptop.
