1.The Xeon E3-1230v3 offers very similar performance as the i7-4770k, but at a lower price and also dropping the overclocking feature.
2.This motherboard has what you need at a low price
3.The Noctua NH-U12s is the quietest HSF cooler
4. The FD Define R4 has noise dampening foam and is designed for quieter operations
5. The EVGA Superpower Nex offers good reliability and efficiency at a reasonable price
 
Solution


Should have suggested the Xeon myself. The Xeon E3-1231 with an H97 or H87 Motherboard would do great. Do remember, though, that if you go Xeon, you need a video card. Something like a GT630 or GT730 would be good.
 
For VM's i would recommend more cores so amd 8 core might work better.
Also depends on what your VM's will be doing but 32GB of ram should suffice running 8 dual core VM's over shared resources.
Only used VMWare esxi so don't know how it would compare with software you're using.
SSD would be recommended as disc access will be issue if all VM's trying to run intensive tasks unless you split images across dedicated HDD's.
If you are going to remote to these VM's also multiple NIC's are required and NIC teaming setting up.

I'm not going in to specific hardware items but these are things you need to consider to avoid poor results.
