According to Userbenchmark, my PC is performing well below what it should be.
"Overall this PC is performing below expectations (25th percentile). This means that out of 100 PCs with exactly the same components, 75 performed better."
If at all, I'd appreciate any and all help anyone could give me.
Thanks in advance.

Solution
Do you have a Best Buy or B & H near you? A PC repair shop?
Apparently, Walmart and Target carry some, but I've never seen it in any of the ones near me.

One more question is it worth buying a new CPU something like i7-9700k? To play games on better fps
Not compatible with your current motherboard. Even knowing that, it's not going to be cheap to do. For example:

CPU: Intel Core i7-9700K 3.6 GHz 8-Core Processor ($384.99 @ B&H)
CPU Cooler: be quiet! Dark Rock 4 CPU Cooler ($69.90 @ B&H)

Ok its expensive but i think in 6 months i will be able to buy that. Meanwhila do you think i need a new CPU cooler?
(thank you for helping me.)

For that 9700K? Definitely. Intel stopped including stock coolers with their 'K' processors starting with the 6th generation, I think.
A budget cooler like the popular Hyper 212 isn't enough for it.

If you meant your current stock cooler though, then no. You just need some fresh thermal paste.
