It's a prebuild PC with nothing done to it, all default settings. Here's a paste of my BIOS:

Here's a video clip of the situation. Sometimes the stuttering is god awful and makes any game unplayable. The monitor I'm using is a Dell S2421GH. Maybe the monitor is the issue? Also using a Hyper X Pulsefire Core mouse. No matter what the game is it does this stuttering. Any help?
