Plethora of bizzare PC issues - what am I doing wrong?

Apologies if this thread is worded cynically, I have been working on my gaming PC for many years now and I've always been the guy who "can't run it as well as someone else with the same setup". I've recently replaced my motherboard and rebuilt my PC, so here are my full specs as of right now:

Windows 10 (64-bit)
NVIDIA GeForce GTX 970
8GB RAM
AMD FX-8350 Eight-Core Processor 4000 Mhz
Gigabyte GA-990FXA-UD3 ATX AM3+ Motherboard
G7 780W ATX PSU

I've recently had an issue where my CPU is idling at 40 degrees C and at around 6000rpm. The thermal paste has been replaced and this seems to have solved the issue, however, now my PC freezes randomly and takes ages to boot up. It can't be a hard drive issue as I bought a new one with my motherboard.

I have no idea what I'm doing wrong anymore, any questions/answers will be much appreciated!

Edit: I have updated my BIOS.
I have just restarted my computer twice and both times my system is behaving really stuttery and inconsistent. The mouse stutters across the screen and windows crashes for a few seconds. These issues never seem to correspond to an action as this wasnt happening when I first updated the BIOS.
 
How about PSU, you haven't said a word about it ? Unstable PSU can make troubles like that. I have same MB but with FX 6350 @4.8 GHz and it's not giving me any troubles.
I would also check RAM and try with one stick at a time. Maybe set BIOS to Optimized defaults too. While you are at the BIOS, you may want to check which version it is and/or update if necessary. At the bottom, left corner of your MB, you'll find exact version of the MB. Cross reference it with data at Gigabyte site.
 


PSU is a G7 780W ATX (Added to original post). Would this be causing any issues?
How would I go about checking the RAM and what may be the problem? General faultiness? They're all showing up on system specs so they're definitely being identified.

Just noticed the BIOS is out of date, I'll let you know once I've updated it.

Did you reinstall windows or clone it to the new drive?

I do not believe the CPU cooling is a sign of anything except a poorly installed cooler .

Now I would want to enter BIOS and apply an XMP profile to the RAM. That will more than likely solve the freezing issues
 


Reinstalled it then moved all my files over.
A new cooler is top of my priorities along with considerations about the PSU, just didn't want to go about buying new parts if I need not.
I'm not tech savvy at all so could you explain how to do that?

I don't understand, are you being unhelpful or are you implying I need to replace the PSU? This is a consideration, I just wanted to make sure it's the root of any issues.
 
The suggestion is that a low quality power supply is causing some issues for you . This could be the case but it wont hurt to eliminate a few things first .

You get to BIOS by spamming the DEL key as you first reboot .
It helps i you have the manual for the mb with you.
Find the memory page , and then start the XMP which is a guaranteed setting the RAM should work well at
 

Where did you get idea about me try to be "unhelpful" ? I researched that PSU and found many negative reviews including that one. From experience I can tell you that uneven power can produce many problems.

 


I had a look for this but could not find a single thing relating to XMP in the BIOS settings, I looked it up for my specific motherboard and found this:

Misunderstanding, my apologies. I will look into getting a new PSU and see if this fixes all issues, do you have any recommendations for my hardware?
 
My computer has just recently shut itself down without warning, it's evidently unstable. I'm going to try a different PSU - hopefully that finally end this thing (any my own) fuckin' misery...
 


Just booted up with both (4G) sticks of RAM with no problems, also I have recently done a fresh install of windows since I replaced my motherboard. It doesn't seem like it'd be a software issue with how inconsistent the issues are?
 


Well after I replaced the motherboard, I did a fresh windows install and moved my files over. It seemed great and the boot up times/general speed was fantastically improved. Games also performed better. The only issue was that my CPU was rather inconsistent in it's speed and idled at around 50 degrees and 6000rpm. I put this down to the cooler being shit and have been using my PC for light-load stuff until I get a better cooler. I also had the thermal paste replaced just to be sure.

However only today has it started feeling really sluggish and stuttery as well as the random shut down. I can't really think what's changed...
 


It's just the generic stock cooler that came with the AMD processor - I doubt it was actually spinning that fast, that's just what my BIOS said when I wondered why it was making so much noise, replacing the thermal paste seems to have helped but my computer crashed again when I started it up today.
 


I'm not sure exactly which readings you'd find helpful for diagnosis as I'm not incredibly tech-savvy - as evidenced by pretty much everything! Here's a couple of screenshots.

The CPU cores keep flucuating randomly between the first screenshot and the second, jumping from 1406MHz to over 4000. Is this normal? If not it'd explain why the fan audibly fluctuates in speed too when idle.
