I'd upgrade the storage to an SSD for the boot drive. it will also speed up your photo opening and boot up times.

RAM upgrade to about 8GB (I doubt it supports higher than 8GB for a system that old) could also give it more space to work with, and make it a bit faster.

These upgrades won't cost much, and the only 2 upgrades that will make a potential increase in performance without upgrading the CPU and motherboard (which, you could do if you want)

the GPU could also be upgraded if you need more performance for games.
 
Could be a lot of things. Given the age and the behavior, my first guess -- and one of the easiest to remedy -- is a dying hard drive. When was the last time you refreshed the OS install?

Also, you tell us to consider cost without telling us anything about what your budget actually is. However, I can't imagine it's worthwhile sinking much money into a basic office PC that's nearly 15 years old. Basically, if you have to replace *anything*, you'd be far better off picking up a $75-$125 refurbished office PC with an Ivy Lake or Haswell that's much faster than this.
