Portable Hard Drive not detected but constant plugin/unplug sound

Running Windows 7 on a new desktop (first time build)

I'm pretty sure I have the appropriate drivers installed, the USB ports work for my mouse/keyboard and also for flash drives.

My western digital portable hard drive is detected on my laptop but here the light is on and it is running, but it's not detected and keeps making the plug in/unplug sound. When I go into device manager, the device manager keeps refreshing.
 
If you see the Unknow device under SAFELY REMOVE HARDWARE. Please check the cable and the port you plug external HDD to your computer. Try to change port and replug cable.
If it still happen. So may be your ex-HDD was damaged, it broken the partition table.You should repartition you ex-HDD, but all data will be lost on your external HDD.
Right Click On my Computer->Manage->Disk Management->Right click on any Unknow type->Create or Format.
 


The safely remove hardware icon doesn't come up, and I don't think it's damaged because it's recognized and accessible from my laptop. I also tried a different port as well.

No unknown type shown on the disk management.
 
Uninstall its drivers and restart computer and then simply plug it in. also because it is wd drive it should have wd drive utilities in it. if you don't have download and install it. it contains all the drivers and all the useful things for your drive and also tell me your drive model.
 


I uninstall the driver but when it tries to reinstall it just says it fails. Also it's a 1 TB My passport
 


Didn't work, still giving me device driver was not installed successfully. Device manager still refreshing and windows 7 still playing unplug/plug in sound.

Except that it's not only on the front ports but the rear ports as well. I run an Asus Z87-A mobo
