I get the gist of how to install the 950 Samsung but I don't know how to install the windows 10 pro 64-bit OS from a portable hard drive to the 950 Samsung.

Anyone here that knows a way?

You can't, you have to use either a USB or DVD. Win 10 installer won't look for anything else at a certain stage of install process.

download the Windows 10 media creation tool and use it to make a win 10 installer on USB or DVD and use it instead
