How to build a small mini itx gaming build that I can carry anywhere . I am a college student so preferably staying away from home . And I need to travel . How can I build portable gaming pc with rtx 2070 ?

Portable is a relative term. There are ultra compact, but expensive options from small start-ups. Those are sometimes also not in stock for longer periods:
Skyreach 4 mini
Velkro 3
Dan A4 SFX
Ghost S1
Dr.Sabre Sentry

Some more affordable options being:
Fractal Node 202
Sliger CL520 and 530

In all of these builds you need to make some tradeoffs regarding gpu size, psu size restrictions or cpu cooling. Especially with the ultra compact cases you need to really plan you build and the parts you use. Part of the fun, part of the hassle.
