Question Potential bottle neck from CPU.

I will start with my specs

CPU: Delided i7-7700k (no overclock, was on 4.8ghz)
GPU: Gigabyte 2080ti
Mobo: Auros Z270X- Gaming 8
Ram: 4x8 Corsair Dominator 3200
SSD: all M.2

I believe I should be getting much better performance then what I am, 50 fps on remnant from the ashes at 4k, 60-80 fps on far cry 4 at 1440p ect.

I am thinking this could be either a bottle neck in CPU maybe or it is having faults as it runs at around 80-90c and has the fans going at 100%

What do you guys think?

What are you suing to cool that delidded i7? Have you tried uninstalling your GPU driver with DDU and reinstalling with the latest drivers found off Nvidia? You forgot to include the make and model of your PSU and the version of your OS.

Liquid metal for the CPU, has been re-applied once 4 months ago. Was hopping that would solve the issue but did not

And windows 10 pro 64bit
