Power button doesn't work, when I press the reset button the fans activate but no video output

Just recently purchased this to build, not my first build but I still have no idea what's wrong, my power button only turned on the fans but there was no video output so I removed all the memory and tried booting it up then hoping for post, but none came so I ordered a new mobo thinking the last one was just defective. Now only the reset but works and it still only turns on the fans. Please help
