Power on problem

I'm in process of new build. Got the basics installed - MB CPU SSD Memory. Tested power on. Power on - no preliminary spin of fans you normally get. Switch on PSU - no spin, ethernet net light shows connection and polling.
Press switch on button power light comes on, fans spin for a cpuple of seconds then die with power light going out - two seconds later the process repeats and continues until I power off.

Machine specs:

Case HAF XB
MB Gigabyte GA-Z97X-SLI
CPU Intel i7-4790K
RAM ARES DDR3 2*4GB IN Channel A
SSD Optima 240GB

Any thoughts or suggestions welcome

Many people forget to check that all their motherboard tray studs are in the correct locations with no extras and end up with extras shorting out something on the back of the board. Another frequent problem is IO shield "fingers" stuck inside ports shorting something in there.
 
if you dont have a speacker installes in the motherboard . then
in case you have a speaker it would also make a beep sound in that case it would be the ram did you cheaked if the ram spec would fit your motherboard ram specs?
 
noisekiller - sound installed - no beep. Ares DDR3 should be compatible with Giga Z97 boards. no loose bits floating around

Further info. I've now gone through all the POST failure checks suggested in the general messages on this topic. This morning I put in a good PSU from another computer - same problem. So must be a faulty MB or CPU. Is ther anything I can do other than replace each in turn or both?

InvalidError - rebuilt from scratch outside case a la "breadboard" - no change

noisekiller - tried w/o cpu cable - no joy
