Power Supply Issues

Hello Experts,

Have a MSI H55M-E33 motherboard. The issue is there appears to be no power to the motherboard. This desktop has a CoolerMaster RS350 PSU and I performed the green/black jumper procedure and the fan turned on. I've checked the board, everything looks good, no capacitor issues. I attached the PSU to the motherboard and then ran the jumper from green to black wire and the PSU fan turned on and the CPU fan turned on. I currently don't have a hard drive attached but I would "assume" it would boot.

So is my PSU bad? Or is there an issue with the motherboard?

Are you sure you plugged in both the 24-pin motherboard connection AND the 4-pin CPU connection? Both need to be plugged in for the system to boot. If you have everything plugged in and you're not getting video output, you have a problem. If your fans spin, then CPU or motherboard is defective. If nothing happens at all, you're looking at a PSU problem. What CPU are you using, just for more info?
 
It's an Intel, i3 I believe. I didn't build this one, it's someone from my church and I'm trying to help them out.

I do have both the 24-pin motherboard and 4-pin CPU connected and I get nothing, no fans spin, no lights, it's dead. I didn't think it was a PSU issue when I ran the jumper (I had everything unplugged) but when I'm leaning that way as well.
 
The only way to be 100% certain is to try using another PSU with this system. The fact that you are able to turn it on with the two wires doesn't mean that it is perfectly capable of properly booting and powering a PC system. If that PSU isn't able to provide the stable power that a motherboard needs and its voltage rails are out of spec, then you won't be able to boot the system. If you try another PSU, that you know it's OK and it doesn't work, then the motherboard is probably bad.
 
Update: Tried another PSU, didn't work, no power to anything. I jumped the green and black wires on the 24-pin MB connection and the fans, hard drive all started and it seemed like it was going to boot but I wasn't getting any display. So I stopped there and decided on a new pc.

It's too bad as this was a nice custom built machine.
