Power Supply over voltage on the 3.3v rail

Issue
I have been having overheating and lockup issues with my system lately so I tried running some diagnostic tools like SpeedFan to check if everythings alright and it seems my 3.3v rail is reporting at 3.94v which seems a bit high.

Specifications:
The mainboard is a SuperMicro SuperServer H8QME-2 with a SuperChassis SC748TQ-R1K43B with 3 redundant 1400W power supplys. There is nothing plugged into the PCIe x16 PCIe x8 PCI-X PCI or ISA bridges and no peripherals connected except for mouse keyboard and VGA. Optical drives are 2 TSSTCorp DVD-RAM burners and a standard micro floppy drive as drive A:

Voltage readings (Look for VCOREA VCOREB and +3.3v)

The 3.3v has been checked with my multimeter and reports as 3.91v
Also, there are many more voltage readings that SpeedFan simply can't display in its "Exotics tiles" interface

I could get this RMAed since the chassis is new and direct from SuperMicro however the problem is it weighs 80lbs or around 30KG which is very very hard for me to mail or even carry to the post office

Im having a hard time testing each one individually since the system goes into critical mode when you unplug one and makes really loud buzzer noise and claims that "Power Supply System can't keep up! Is the system overloaded or has a Power Supply Unit failed?" and the voltages drop
