Power supply problems

Hello, guys, i want some help with my PC, some days ago my gpu stopped working and I thought it was the pci-e that was dead, so I was using w/o the gpu, today when I tryed to start it it didn't so I opened and tested my psu using the paper clip method, nothing fan did not move, but it was really dusty, so I opened and cleaned it up, tested again and now the fan starts a litle boost for 1-2seconds, then it stops, I take the jumper and put it again it does the same, 2sec and down, i tryed connecting the 24 amd the 4 pins on the mobo, and the hdd, it starts for some seconds but no boot and you can hear the hdd reseting, any tips?

Solution
Don't force it any more and get new one, Paper clips test is not reliable and only test small part of PSU circuits but if even that won't work that means it's in deep trouble and can be dangerous.
