Powering up the motherboard without a CPU

I did this and all the fans that are connected to the mobo arent powering but the lights on the mobo do. Do you need a CPU in order for the fans to work or do I have a defective mobo or powersupply.

You need a cpu to even boot to bios...so yes, you need a cpu to do anything. I would not turn the mobo on without a cpu installed.
