How do you go about creating a new prestige class? Or to avoid getting RFTM
from MSB point out on what page in the 3.0 ruleset for that particular set
of guidelines reside?

DMG, pages 25-27 are the most relevant, although they are a bit bare-bones.

There was an article by Monty Cook in Dragon magazine #274 with advice
on prestige class creation. I once posted a synopsis of it:

Couldn't find it with google now, but there is (was?) a pdf named
prestige class toolkit or creation kit or something for DnD 3.0
somewhere on the net.

As a start it's useful, but not a real alternative to posting
your PrC here and let it get flamed to smoldering shreds :)

Dragon #274 had a guide to creating them (I think it was also on the CD
that came with it).

The real question is how they are created "in character"...

let's see...

there's the class construction engine by shadowcraft studios...

it suggests 250 points for a normal 20 level class, which works well,
but the guidelines for prestige classes aren't quite as good. i've
gotten better results by building 10 level prestige classes at 275
points, with all the extra ability costs doubled (if you prefer, 140
points with all the hit die, base attack, saving throw, etc. costs
halved), 5 levels at 300 with extra ability costs quadrupled.

also, the D&D class generator, which i don't like as much...
