[SOLVED] Pretty sure my motherboard has failed

1 computer cycles on and off constantly on power up. Will not stop until power removed. On for 5 seconds off for 5. Intel CPU's so I assume Intel MB.
2 Fan error light constant.
3 Have swapped out all fans, no change
4 Have reset CMOS , no change
5 replaced CMOS battery no change
6 Pulled video PCI and other boards, no change
7 Pulled RAM memory,,<<< system powers up successfully, with 7 audible beeps every 5 seconds.
8 replaced memory boards still fails. Only stays powered on when Ram Boards removed.
Please advise.

Tell us the specs of the computer, parts.

The system isn't going to boot without RAM, so it's mostly of no consequence as to that aspect. Without knowing what parts you are working with, everything else is guessing.
SuperMicro SUPER X8DTL-i motherboard.
Fan overheat is not the cause as per the manual. The LED on the MB is green
This is an industrial computer, not able to find model number. It is in a FAB at the moment.

the manual download on that page covers your motherboard. IT has pin definitions, LED meanings, a troubleshooting section, and so on. I did not notice a beep code in a quick look, but given the other details it's likely there somewhere.
