Question Problem after installing new HDD

got a new hard drive for my desk top with no OS, and on the screen says"
"reboot and select proper boot device or insert boot media in selected boot device and press a key",

I cant even get to the bios menu becuase it quickly starts up. help please!

Well, if there's no OS on there, that's exactly what it should do?

To enter the BIOS (or boot override if trying to boot from a USB), you'd need to spam the relevant key (Esc, Del, F2, F8 are all common options) from the second you push the power button.
 
Is this a new desktop that had no drive in it?

If repeatedly pressing Del after turning on the PC doesn't get you into the bios, try clearing he bios.
It did have a drive, its an older desktop im just replacing things as i go. How would i clear bios without seeing anything other than that message?
 
Motherboard will have a clear CMOS jumper on it.
Most pc's have 3 post clear cmos jumpers and you just move the jumper over for a few sends while the pc is off and unplugged from the wall, and then move it back. Or you and just remove the little motherboard battery for 1/2 an hour, again with the pc unplugged.

A motherbd with only a 2 post jumper just needs the two pins shorted briefly while the pc is unplugged ... or the battery removed again..
