Question Problem Regarding System Start-Up & Speed

I have a serious problem with my computer system regarding start-up & speed, But first the specifications:

Dell Vostro 230 Mini (Tower)
Processor: Intel Quad Core Q6600 2.40GHz
RAM: DDR-3 4.00 GB
Hard Drive: Seagate 160 GB
Operating System: Windows 7 Professional SP1
Antivirus: Bitdefender

Further details are that about one month ago my default Hard Drive (Samsung 160 GB) (Pre-Installed) gone bad as it shows "No Boot Device", So I changed it with other one (Seagate 160 GB). I installed same OS (Windows 7 Pro), same other software that I used in previous HDD & same settings. On the other hand, I always keep tweak up my computer system before & now by the following simultaneously:
  1. Full System Virus Scan
  2. Cleaned up HDD Partitions for junk
  3. Defrengment of all HDD Partitions
  4. Keep minimal software/service start-up through "msconfig"
But the Start-up takes more time than before as previously start-up timing was only 25-26 Seconds whereas start-up with changed HDD is referred to 52-55 Seconds & also during running Windows the speed may bit low. I tried some solutions to minimize the start-up time as:
  1. Checked the Health of current HDD, it sounds good.
  2. Restore BIOS Settings
  3. Change SATA connectors
  4. Start with no input devices except keyboard
  5. Changed CMOS Battery
  6. Replace RAMs with friend's PC to check any disorder with the RAMs, but it shows same speed
So kindly please sort out this problem whereas it referred to HDD or any other thing.

Verify: the system has 4 GB of RAM? Is that one module ( 1 x 4 GB) or perhaps 2 modules (2 x 2GB).

How full is that Seagate 160 GB HDD?

Have you tried running Seagate's diagnostic tool on the drive(s)?

Also: do you have all data backed up and verified as recoverable and readable. You should have at least two full copies available; one online and another secured offline.

Change POST to be as verbose as possible so you can observe what the system is doing during the long boot up times.
 
First of all thanks for your reply, Before answering to your questioning the system occasionally stuck on welcome screen & didn't go further whereas it need to shutdown forcefully with system power button. On the other side answers to your questions are below:
  1. I have RAM(s) in two modules e.g. 2 x 2GB. I have also tried to start system with one by one modules it works but issue (Start-up/Speed) remain same.
  2. The Hard Drive is used only for working documents & some personal images, So it only filled with 35 GB (Free=114 GB out of 149 GB (160)).
  3. Due to stuck on welcome screen as already mention above, I currently run system in safe mode, So I can't run Seagate's Diagnostic Tool. But before in normal use I ran Hard Drive Sentinel, It shows 100% Health with none error & life span is more than 1000 days.
  4. Yes, I have backed-up all my important data with also verified as recoverable and readable.
Does it shows issue with the RAM's, HDD or any other Hardware component?
