problem with gta v

My problem is that, the 1060 6gb not working 100%
check

everything ultra, vsync off, Yes off and only 60 fps all day, sometime drop to 45 and card usge drop to 30%

my cpu i7 7700k

16 gb ram

any advice?

all games work fine, only gta v
