Problem with my newly built PC

Okay so I am having a few problems and I cannot seem to solve them myself.
1) My cpu isnt over clocked (i tried to oc but no matter what i did it was unstable) yet when I boot it comes up OC error boot to BIOS. for this I tried to restore all my BIOS back to default (exuding in the memory portion of my bios i had to leave that set to RAID for my SSDs)
[strike]2) My fps blows. its only at 30 to 31 i thought it would be a lot higher on this build i have. [/strike]
Forgot about vsync, okay just one problem now haha
System:
CPU: i7-5960x
GPU: GTX970 x2
RAM: 16GB DDR4
MOBO: Rampage V Extreme
HDD: 5TB seagate
SSD: 250 Samsung evo 250GB x4
OS: windows 8.1
CPU cooler: Corsair h100i

Sounds like a bad CPU to me? Or maybe the board put on an overclocking preset and it is not liking your CPU?

that was my first thought but i have tested my CPU through the Intel Processor Diagnostics tool and it passed all the tests.

As for the board putting an OC preset im pretty sure everything in my BIOS is set to auto for the CPU when it is returned to default

CPU cooler?
Monitor resolution?
What game you are getting 30 to 31 fps?
Do you have v-sync enabled?

I completly forgot about Vsync!! okay that solves that as for the cpu cooler i updated that. Thank you!

Glad to see my questions helped to solve part of the problem. As for the overclock issue, i wish you luck in finding a solution.
