Question Problem with Restarting my msi GF63 9SC

hi guys
I have recently bought a msi gf63 9sc and i can not restart it.
when i try to restart, laptop turns off ! actually , it shuts down immediately after laptop tries to boot up ! ( keyboard leds turns on and off less than a sec) .
I recorded a video so you can see what exactly i am facing with.

bought this laptop from china but i live in iran and i can not use warranty

i think they are ok.
i am afraid of hardware issues
after laptop turns on it has no problem at all and works perfectly but when it comes to restart this problem happens
