Question Problem with RX580

I have problems with my gpu, it makes noises when I boot the system, rare noises when gaming and most notable it drop frames and show weird textures.
Already installed latest driver, even went back one version and the problem persist.

this is a link to the texture problem. It only happens after I alt tab. Game is on Max settings with anti aliasing on, v sync on and on 1920x1080 res
On other games it dropped frames constantly to 20 or 10.

Any help would be appreciated

Ryzen 5 1600 3.2ghz
8gb ram 2666 hz
1 tb hdd
Msi a 320m pro Vh plus motherboard

Psu is seasonic 520w http://www2.seasonic.com/product/s12ii-520-2/?lang=es
Ingame higher temp was 72 Celsius ,and fans weren't at full speed. Already tried putting them to max to see if it was a temp issue and nothing changed.
I'm not at home now, I can test more later at night.
