[SOLVED] Problems Running Skyrim

So recently, I have helped a friend of mine put together a PC. Here are the specs: CPU: Intel 9700k GPU: Gigabyte RX 580, 32gb of ram, and 1TB Samsung Evo SSD. The GPU is bottlenecking the build a bit, but he bought it as a temporary one for now until the market improves a bit and he can get a good GPU to match the other components. However, he has had some major issues running Skyrim. Other, newer titles have worked perfectly fine for him. Skyrim crashes within 5-60 seconds after getting to the main menu and trying to start playing. The screen gets red/blue dots all over it and the error code mentions a "driver timeout" issue. Interestingly enough, when he puts the settings all of the way down, he is able to run the game for maybe a couple minutes. The GPU he has though is much above the capabilities for running Skryim however. He has not even been able to get into the game enough to start a real playthrough, let alone add mods or anything so that is not a concern. We have tried many of the common suggestions, as well as installing the newest graphics drivers. Any suggestions would be appreciated. Thanks!

Well I know that Skyrim works best if you switch windows monitor refresh rate to 100Hz or below with detail settings automatically selected and that Skyrim is incompatible with 4k resolutions, I do however have my steam version of the vanilla game without high resolution textures DLC.

About the driver timeout: never seen that error on playing Skyrim before, so clue as to what you can do, other than just checking every thing.
