Question Problems with i5-7600k

Hi! I have Kaby Lake i5-7600k and its total garbage. My CS:GO runs at 100-150fps on full lows, other games like PUBG under 80 everything on low.

I run it with Nvidia GeForce GTX 1060 6GB, 16GB DDR4 RAM, and Asus PRIME B250M-PLUS.
Its not overheating, runs at 40-50 degrees celsius.
It just goes to like 90% usage allthough im not even ingame.
I have full performance on everything, tried alot of stuff from google and not any power saving stuff. Nothing seems to work. Does anyone know what is going on?
 
FIrst guess would be monitor running off integrated video instead of GTX1060...

Check that Windows power plan is set to Balanced, and not Economy.....

RUn HWMonitor and then a game to see if temps are in check, and clock speed behaviour is normal, with at least one core rising to advertised 4.2 GHz or so....

IF none of the above apply, perhaps chipset/old graphics drivers run afoul....

gather latest drivers, delete partition, reinstall everything...
