Question Problems with the i7-14700k ?

Hey guys my system:

i7-14700k
RTX 4070
Kraken x63 watercooling
32GB RAM
Windows 11

The issue is. I was streaming Crusader Kings 3 on a 1440p Monitor on High Settings with OBS.
It doesnt matter if i go with NVENC or X263 Encoding or if I change to medium or fast or whatever, the CPU Load always gets to high (averaging at 80 Percent) the game throttles and I get the message
"Reduce your Encoding Settings".

I dont get it, I never had issues like that with my i7-10700k , and I was also streaming CK3.
What can I do, is the CPU broken?
And if I want to do the Intel Diagnostic test , I immediatly have to stop because the CPU Temps are immedatly ramping up to 97 Degrees. What can I do? I applied the thermal paste for a 2nd time now, and still have those issues. I dont know what I can do, should I RMA the CPU?

Are all your drivers up to date? Gpu, cpu chipset, bios, sound etc? Are the cpu. gpu temps high when you encounter these warnings?
Yes all drivers, chips and bios are up to date. Cpu temps are high yes in the 70-80s when playing Crusader Kings. The GPU Temperature is around 66. And theres always Spikes to 80 CPU load and then down again when playing CK 3. The weird thing is , this only happens when streaming CK3. When streaming Resident Evil 4 or Cyberpunk for example everything is normal, be it temperature or cpu load.

And I couldnt do the Intel Diagnostics test, because temps immediatly jumped up to 95 which shouldnt be right? Because on my old CPU the 10700k was around 70-80 degrees when testing.
And about the 2 APPS constantly running, how could I solve this?
 
Ok so you really think it's only related to the game just because I didn't have those problems with the other games?

Might i suggest you try the thermalright brace.

theres a common issue with lga 1700 vs lga 1200 for whatever reason the lga 1700 is more pron to bending with the lever design intel has.

the brace helps the tension on the chip evenly across thus making a better for coolers to get better contact on.

it could very well be just that game but it could just be a bad mounting on cpu.

And about the 2 APPS constantly running, how could I solve this? <---I WASN'T AWARE OF THIS PROBLEM, OR MISSED IT. Open apps running in the background while gaming and streaming can cause the Reduce your Coding warning. What apps are running?
 
In the early days of E cores, some apps and games did not perform well.
Most such were quickly fixed.
Cpu management in those apps did not recognize the difference and locked some processes to the wrong core.
Possibly selecting a non hyperthreaded core as first choice.
Likely a game patch exists to fix it.

@Fix_that_Glitch i was checking the task manager and the only 2 things which took a lot of cpu load are CK3 and OBS.

@geofelt well ive found no patches for this game is there another solution? should i turn off the e cores?

Most games only use a handful of cores.
It would be worth the experiment to try turning off the E cores.
But, that might impact some other games.

Read theCK3 forums for settings. It is apparently complex.

Ok so you mean if I'm turning them off other games might run slower?
I'll try it out.
Yeah it's just weird because with my old cpu I didn't have those issues. It's weird.

You disable efficiency cores in BIOS.
On different motherboards it will probably be slightly different.

Disabling efficiency cores will reduce multi-threaded performance.
But it will increase single-threaded performance.
Efficiency cores are much weaker than performance cores (~4x weaker).

BTW - We don't even know your motherboard model name.

Some games aren't that CPU intensive more GPU simulations example like city skylines will hammer the CPU more then GPU. It really depends on the load applied or game not all games are equal. Another example is persona 3 reloaded where that game runs on both hardware equally. Some games may only use 6 cores etc.
 
The msi one and I just yesterday updated the bios and still the same
Should be similar to this.
Go to Overclocking/Advanced CPU configuration
Set per e-core control to enabled
and disable all e-cores - one by one.

It's a double edge sword e cores can help with some games and hurt others. You will Def see a improvement in game performance as the performance cores won't have to wait for the slower e cores to finish. And it may drop the temp or make it worse as the p cores will have more headroom to ramp up. I still stand by the bracket mentioned before.
 
While running the problem game, start task manager and look at the cpu tab.
Right click on the cpu graph and select the logical processor view.
While the P and E cores are not labeled, you will find the P core activity on the top rows and the E cores on the bottom. If you see significant activity on the E cores, that is your problem.
 
Ok unfortunately disabling the e cores didn't help at all. Cpu usage is still jumping from 30 to 90 every second. And temperature often jumps from 50 to 75. Also game is lagging very heavy.

@geofelt activity is very high on the upper and lower line.

I really don't know what I could do anymore. Is this thermal bracket the only solution maybe?
